Housing
associations are non-profit making organisations that provide and manage
homes for people who can't afford to buy a suitable home on the open market.
You can rent or part-buy such properties. Some associations get funding
from private sources such as charitable trusts, most use public money
from the Housing Corporation or local authority.
How do I apply to a housing association?
You need to get a list of housing association sheltered housing schemes
in the area you want to live. You can get one from your local housing
department or Citizens Advice Bureau, or Elderly Accommodation Counsel

Then you approach the housing associations yourself to find out about
availability and access.
What are my chances of success with a housing association? Housing
associations can overlook residency qualifications so they may be a better
option than local authorities for older people wanting to move area. However,
you can still expect to wait and if you're an owner-occupier you are unlikely
to be offered rented housing.
But some associations operate a special 'leasehold scheme'.
